Active Users are missing from the LOV across ORC LOV's.

Summary:

Hi,

Active Users are missing from the LOV across ORC LOV's. For Example, When creating a requisition, the active employee is not displayed, also when we are trying to Refer a Caregiver- the same caregiver is not visible under the LOV. This is happening only in one environment.
