Issue moving Candidate back to previous Phase/State if Quick Move is configured.

Summary:

We were having issues with an enhancement introduced with 25A.

This was to quick move phase/state once a recruiter selected a phase/state that this was configured. The issue was, if for any reason the candidate needed to be moved back to the previous phase/state. This would cause a loop, moving them back, then moving them automatically forward once again.

I see in 25B there's new options with this quick move creating buttons for this move and reject.
