Enter Performance Goals on Behalf of Employee

Summary:

We have recently encountered challenges with 14 employees experiencing difficulties in inputting their performance goals into the system. Repeatedly asking them to re-enter their goals is not ideal and contributes to a suboptimal user experience.

To address this, I am seeking a solution that allows us to input performance goals on their behalf without indicating that they have been assigned by administrators. I am interested in understanding if there is an HDL option or any other method available that could facilitate this process discreetly.
