How to restrict approval when employee updates progress on goal

Currently we have enabled approval on goals when an employee edits a goal. However, approval is getting BOTH when an employees updates progress on a goal and when an employee edits basic information of the goal such as its tasks, target outcomes or goal name etc.

We want to know if approval can be restricted so that approval on goes when employees edits goal information. It should not go for approval when an employee updates progress on a goal because employees will be updating progress multiple times in a year
