Prior to Redwood, we have this option in the Performance Template Section wherein it allows inactive Development Goals covering any part of the Review Period to still display in the Performance Document:


After implementing Redwood, this option is no longer available due to Goal Synchronization:

With the absence of this option, is there a way to have inactive Development Goals covering any part of the Review Period to still display in the Performance Document?
