Performance management administrator can not create performance document

Here is the scenario, The client has only two users who manage perfomance documents creation.

User 1 can create a perfomance document using the process mass actions for performance documents (if use the single option from Performance document> +Create the performance document is blank). But he can create the document.

User 2 can navigate to performnce and all the tasks. Same this user Two can use the performance document mass action, the Status of the submited mass process shows the Succeded status. But the document is not created. So User 2 can perform the action but the performance documents are not created (I have check the standar report in OTBI and there is not created documents).
