Managers should be able to see only list of specific employees to assign development goal

Hi Team,

We are launching Talent module for only a set of people with job codes 6000 and above. Now While a manager logs in and tries to assign development goals, they are able to see other employees and contingent workers too.

How do I restrict the visibility, so that managers should only see and assign goals to those employees with job code 6000 and above?
