Validating Report Filter Entries

I've built a report that uses a formula to decide what fiscal period a record belongs to. Our fiscal months begin on the 22nd, probably in homage to my birthday being on the 22nd... what other possibility could there be?... 

I'd like to be able to allow users to be able to pick a range of dates for the report but ensure that they only select the begin date as the 22nd of a month at 1200am and the end date as the same. 

How is the best way to accomplish this?
