Bursting Issue in Balance Forward Billing Report

We are encountering an issue with bursting in the customized Balance Forward Billing seeded report.

When executing the standard ESS job "Print Detailed Balance Forward Bills", the report is generated successfully, but the bursting functionality (to SFTP/email) is not triggered.

Findings:

Bursting Parameter (isbursting):

We identified a parameter named "isbursting" in the data model, which is set to false by default.
We attempted to change its default value to true and tested the report, but bursting still did not occur.
