Assigning Journeys - List of persons option not showing 'Manage list of persons' link

Summary:

i'm testing the List of Persons option in journeys - have enabled the profile so can see the option in the dropdown when assigning a journey. But when i pick the List of Persons option i'm not getting the Manage list of persons link.

Is this a missing privilege?
