REDWOOD:Duplicate program/plans for the Enrollments page in the Program or Plan not in Program dropd

Summary:

Benefits tile, scrolling down to the enrollment summary and selecting Program or Plan Not in Program has multiple versions of the same plans split up in different option to select from drop down for some reason. every employee has a different list of programs and plans. We do not have duplicates of the same program and plan and do not understand why it would have such behavior.
