Unable to create performance document

I've created Probation document, selected Available to Use (screenshot below)

But when I try to run the Eligibility Batch Process, I can't see performance document in the dropdown, not just probation document but I can't see any other document at all.

Also when I try to process the eligibility for an individual employee, I can't select any performance document from the dropdown.

I'm facing these issues for every employee and with every user that I logged with.

Can someone please help with find the root cause for this issue?
