System account not able to view Performance Docs

Summary:

We have system accounts that are used to pull performance document info for reporting, dashboards, and some automation. Since 25B update, it seems that User Accounts not linked to a person record are no longer able to access Performance Documents. All the roles/access is the same, but regular users can access fine, while the system accounts are not able to return results, either by page navigation or via REST API. Has anyone else seen this, or know a way to resolve?
