Manager Unable to Add Goals While Approval is Pending

Hi everyone,

I'm sharing an observed behavior in the Goals & Performance module under the Redwood UI, and I’d appreciate your feedback on whether this is the standard and expected functionality.

Functional Context :

• An employee adds goals to his profile
• A goal approval request is automatically triggered and sent to his manager
• The manager does not immediately approve or reject the request, it remains pending.

Behavior Observed

• The manager opens the employee's profile trough My team then Goals and Performance
• The add goal button is greyed out (disabled)
• The manager is unable to add goals while the approval request is pending
