How can you remove the quotation marks around the comma in an .csv file generated by a schedule?

I have people who need to take the results of a report I'm automatically generating and sending to them and suck the data up into another process.  But it appears that when they receive the .csv file that is generated by the schedule, it has quotation marks around every comma.  This means someone has to manually intervene to delete the quotation marks around all the commas.  Is there any way I can stop this from happening so they can just use the file as it comes to them?
