Performance Document restriction based on Department

We are currently working on a configuration within Performance Management and need to restrict access of performance document by HR based on the HR's department.

Goal:

1. HR should be able to only view and access the cross-department performance document.
2. Should not be having the visibility of same department employee's performance document

Are there any recommended best practices or documentation for achieving department-based restriction of performance document visibility?
