Notification to buyer for return transactions

Summary:

Scenario:

A Return to Supplier transaction can be initiated through either the Inventory module or the "My Receipt" function in RSSP. Currently, buyers can only confirm if such a return has occurred by manually checking the PO Life Cycle. However, due to the volume of Purchase Orders, it's not practical for buyers to review each PO individually.

The client would like buyers to be notified—either via email or the system notification bell—whenever a return transaction is created for a PO. This will allow them to promptly inform the supplier.

Is there a way to enable this type of notification?
