which privilege should i have to create performance document successfully?

Hello,

we have customized a role for some privileges to give certain users access to administer performance only without having access to person management or payrolls.

but unfortunately the create performance document cannot be completed since we can see the create button but when entering the employee name and document name the initiated record is not initiated.

however we can see from this role the already built performance documents.

if anyone can guide us what is exactly the missing privilege for achieving creating performance document.
