How to change Business Level from Account to Customer in Oracle Advanced Collection

My Client is currently using Staged Dunning Plan to only send letters to customers. Now they wanted to utilize the scoring and strategy method. Currently in Global Preferences they have selected Business Level as "Account" but now they wanted to track the collection activity at "Customer" level.
Issue —> When I changed the Business Level to "Customer" in Global Preference and did all the required setups and process execution only few customers are coming in Collection Dashboard. Multiple delinquent customers are not identified and are not coming in Collection Dashboard.
When I explicitly open the delinquent customers which are not showing in collection dashboard I can see that Business Level is Blank. Is this the reason for customers not coming in dashboard after changing business level in Global Preferences ?
