Get a report which matches multiple criteria

I want to get a report of Organizations which have expired on their support contract (SLA instance) last quarter.  I do not want the org to show up if they have an active SLA.  I cannot seem to exclude the Org from the report if they have an active SLA and only include them if they have an SLA that expired in the qtr.

Because the SLA Instances table has a record for every SLA, when I run a report to get expired, it looks only at the Exp_date field but doesn’t take into account the other records which are active.
