Redwood Employee not receiving notifications about craetion/addition of goal plans in bell icon

Hello,

as an employee when a new goal plan gets tagged to them there is a notification that goes to the employee and its visible in the bell icon. But however in our instances the employee receives all other notifications of the talent model , but doesnt receive notification when a goal plan is added/updated in their bell icon. But these changes are appearing in their skills and qualification, but they need to view this in their bell icon as well.
