Redwood-Employee should be able to add goals but not edit weight

Hi All,

We have requirement where the Goal Plan has goals with weights assigned by HR.Employee should be able to add new goals but not edit the weights of the goals assigned by HR.How to acheive this. Employees are able to add goal and also able to edit the weights. We want to restrict editing weight.
