Line Managers are unable to share development goal of his team member to another team member

Summary:

Line Managers are unable to share development goal of his team member to another team member, he has to create it first under my goals then to share it with his team in Redwood 25B

share option is enabled only if line managers created the dev goal under me only, we need to enable the share option under my team too.

What if he wants to share a development goal from one of his team to another team member without creating it under my goals from me?
