Manager Calculated Rating Is showing the Banding and calculation from the fast formula incorrectly!

Summary:

Really hoping that someone can help me on this one please

Fast formula below should review the sum of the questionnaire and work out how many departments of the 4 (shopfloor, delivery, online and admin) are selected - so if one is it would know the max score can be 48.

The questionnaire itself is summed, and lets say I score 40 the fast formula should calculate the 40/48*100 to equate to the percentage of 83.3% which on the grid below using the rating model should rate them to Good Performer and automatically star rate them to a 3*

Issue I have is that the manager rating is not displaying and the manager calculated rating is showing under-performing (1) and a 1 star! See below
