How do you enabled the Goal Details Displayed in All-in-One Evaluation mentioned in 25C

Summary:

25C release notes show that manager can now

  • View goals when no item ratings or comments are configured.
    • Managers evaluating performance documents can see individual goal details when item comments or ratings aren’t enabled for them or the employee in the performance or development goal evaluation topics.

We just received 25C and do not see this option. I checked VBS and don't see an option to expose this.
