Tenancy Termination Request Never finish

I've requested Free Tier Tenancy Termination 3 years ago since Mon, Nov 7, 2022, 17:15:31 UTC and process never get concluded.
State says In progress and % Complete shows 33,33% since then. Now, I never used any resource or if so, it was in free tier boundary.
Now, I was billed and checking Tenancy Termination process again, it keeps at the same stage. Opening a Service Request Oracle I must pay. Please, help me to complete terminate this Tenancy and my whole account to not be billing anymore.
