Can Role Guides be used without implementing Learning Module?

We are in the middle of an Oracle HCM Cloud implementation project where the Talent Management modules are in scope, but the Learning module is not being implemented.
We would like to confirm whether Role Guides can still be leveraged in such a setup. Specifically:
- Can Role Guides be created and made available to employees without enabling the Learning module?
- Are there any functional limitations in terms of tasks, resources, or capability development guidance if Learning is not deployed?
- If Learning is required for full functionality, which parts of Role Guides will still work independently in a Talent-only environment?
