How can a manager make their subordinates' goals read only and not editable?

I created a custom role by removing the following permissions from the Line Manager role, but when a line manager views a subordinate's screen, the edit goal button is still active. How can I make it so that the supervisor can only view the subordinate's goals but cannot edit them?

Manage Development Goal by Manager
