Can’t access GRUB menu on Ubuntu instance via OCI Serial Console

Summary

When I reboot my Ubuntu 22.04.5 LTS instance in Oracle Cloud, the system boots directly to login and I cannot see or interrupt the GRUB menu through the serial console. I need to access GRUB for troubleshooting and recovery purposes, but the console skips it and goes straight into normal boot.

Instance: Ubuntu 22.04.5 LTS

Kernel: 6.8.0-1033-oracle x86_64

Console: Serial Console enabled and connected via OCI Console Connection.

Issue: GRUB menu does not appear even after pressing <kbd>Esc</kbd> / <kbd>Shift</kbd>. It boots directly into login.

Tried: Boot Manager and EFI Interactive Shell, but still unable to point manually to GRUB.
