Eligibility for child hides at Designation requirement level hides the Retiree Spouse Option

We have requirement for Medicare Plan, if Child has disability they can be enrolled into Medicare without considering any other factor.

So we have configured a Dependent type Eligibility profile and attached it at Designation Requirement train stop at Plan Level.

In one of our scenario, we do not have child as contact added for Retiree Person, we want to enroll in Retiree+Spouse option, but after applying the Dependent Eligibility we cannot see the Retiree+Spouse option any more on the enrollment page.
