How to update performance goal category LOV without impacting performance document submission

We recently updated the Category list in performance goals (HRG_PERF_GOAL_CATEGORY), which included disabling some of the values that we don't need any more. However, if employees still have any of these old category values in goals that are included in a performance document, the manager cannot share and release the document.
How do we hide old values, without affecting the ability of managers to complete the performance document?

We have a number of values in the performance goals category list that need to be hidden. Our performance years overlap, so staff often set goals for the new year, before they complete their end of year review. We need a way to hide values in the category list so they can't select them for their new goals, but so it doesn't impact existing goals that are being evaluated in the current performance document.
