Is it possible to Update, Disable or Delete the OSR

Summary:

We have one requirement where we need to update the responsibility using webservice, right now we are using Initials of responsibilities in OSR e.g if Statement is responsibility then we are using 'S' in the responsibility OSR. We are working on ways to update the responsibility OSR e.g. if we need to update the Statement responsibility OSR having 'S' in it with the new responsibility Bill To with 'B' in it, how that can be done as we can not inactivate the OSR or update the OSR. Is there any way through which we can update, Delete inactivate the OSR
