How the requester can view the 'Transfer Order' from my Requisition (RSSP)

Depending on the user, there are differences in whether a link to the Transfer Order is displayed from their own purchase requests and whether the 'View Order' button is available. Could you tell me which role controls these settings?

・User with the Transfer Order link and the "View Order" button available

・User without the Transfer Order link and the "View Order" button
