Manager and HR gets warning message as "locked for approval warning" for employee goal plan

Summary:

Hi Everyone,

When employee add goals without selecting "submit" or "discard"

it showing warning "locked for approval warning" to manager and HR which we did not face in Resp UI.


Can you please let us know if there is a way to hide this warning or this is the expected behavior and this warning can't be hidden.
