New Hire Life Event (renamed to Newly Eligible) not triggering

Hi All,

The New Hire life event (we renamed to Newly Eligible as per client request) not triggering when we hire employee or convert pending worker (Both Quick Convert and Conver Options).

The life vent was added at program level and below are the relevant screenshots for the setup which we made.
