Unable to add development goal to talent pool

Summary:

Hi, i added some development goals in the development goal library and am trying to add these dev goals to a talent pool - but am unable to. I cannot also add a development goal directly from the talent pool section.

When i provide the goal details and click on 'Add' the page refreshes and i lose all the data i had typed, but the goal is still not saved to the talent pool.

There are some open issues in Redwood with too many unecessary fields showing in the dev goals page, but even if i give data in all the fields, i am unable to add the dev goal from lib to the talent pool. Has anyone faced this issues, is there some setting i should enable?
