Can I remove the "View Talent Rating" Action from the 3 dots on the Skills and Qualifications page?

Summary:

My Client Groups > Skills and Qualifications > Actions '...' > Review Talent
I am unable to remove this with security - this button will just take the user back to their home page since no access is being granted. Please see attached screenshot. The "View Talent Rating" button should not be showing as there is nothing to view, but unable to remove this button through Redwood.
