Goals Privilege issue for Managers

When the following privileges are added to the Manager role, the manager is able to cancel and delete goals for their direct reports. However, they also gain the ability to cancel and delete their own goals from ESS, which is not the intended behavior:

HRG_CANCEL_PERFORMANCE_GOALS_PRIV

HRG_DELETE_PERFORMANCE_GOALS_PRIV

How can we restrict this functionality from Employee Self Service
