Why does journey trigger to someone not eligible?

In our eligibility profile, we have only included one assignment status and excluded several job families. When adding a Pending Worker that is not in that Assignment status and is in one of the excluded job families, they are still getting the journey assigned to them.

I have tried to go to Benefits Admin > Plan Configuration > Evaluate Formulas and Eligibility Profiles > Select the Eligibility Profile > Search For the Name but it doesn't appear when searching.

Any suggestions?
