How to hook to the action menu in a panel for custom action chain?

Summary: Hello, I'm trying to hook up a customization to the "Remove" option in this panel. This is the out of box relationships panel on the contact detail page. For other objects, I have the ability to use the before smart action event but on this one it does not appear to be available. Is there something else I can do in order to invoke custom logic on this? Specifically, I need to be able to make a rest API call and provide contextual data (i.e. the contact I am on, and the relationship data being removed).
