Customer Upload via FBDI – Ship-To and Bill-To Not Synced

When reviewing the front end after uploading multiple customers through the Upload Customers FBDI file, I noticed that for some customers the Ship-To purpose was created but Bill-To was not (and vice versa). This is despite the FBDI containing sufficient data for both. Do you have any idea what could be causing this?
