unable to see the job applications of only few requisitions

Summary:

Customer has restricted the job requisitions access with security profile and AOR type.
One user who has extensive data access is not able to view the job applications of some requisitions within the same department.

E.g: Sales Dept has 10 job requisitions, and the same user is in the hiring team of all the 10 requisitions. But the user is only able to see job applications of 8 but not the remaining 2 requisitions.

but the issue here is why only few requisitions applications are accessible while the user is in the hiring team and has data role which gives extensive data access than most of the hiring team?
