Emailing T4 Year End Report for Canada

We are trying to enable Emailing feature for T4 Year End report of Canada, however, email never gets sent to the employees. Could anyone please help with what should be done for this?

Its a new implementation for us.

We changed Document type to Paper, added another delivery method in HCM Extract for emails, added bursting query - similar to how we enable for Payslip emailing but this seems to be not working for T4 Year End report. Has anybody tried this before? Any steps or configurations would really help us sort this out.
