AP Invoice Approval WF is Working is Old Instances but Receiving BPEL_TASK_30103 in the New Env

The AP invoice approval workflow is working in our old instances, but we are receiving BPEL_TASK_30103 error in our new Dev3 environment.

Issue Title Error in BPM rule for InvoiceApprovalRulesSingleTypeBlock10 rule set.
Issue Description The request operation failed with the business rules defined for InvoiceApprovalRulesSingleTypeBlock10.
Resolution Validate the BPM rule for InvoiceApprovalRulesSingleTypeBlock10 and ensure it returns a valid approval hierarchy.

- I checked BPM Worklist config for FinApInvoiceApproval all seem to be identical
- I checked the approval groups
- I used a fresh file and used the "Update Spreadsheet" to copy the working rules to the new approval spreadsheet
