Facilitator is unable to add comments during conducting a talent review meeting

in Career and Succession

The manager/reviewer is able to add comments during the talent review meeting preparation. However, a faciliator, is only able to view the comments and self does not seem to not have the access to add additional comments. Are we missing a privilege or is this as designed? I am unable to find any documentation on the comments functionality as well.
