Model Documentation Report access

Is there a way that users can access the Model Documentation Report WITHOUT the ability to Edit Allocation Rules?

So previously I had a thread where users had full access to edit rules. We don't want that, we want users to be able to do certain data entries, but no access to updating rules. @Don Bean-Oracle and other Oracle reps suggested that we change the Navigation Flow so that we remove the "Designer" card from the users.

Unfortunately, by doing this then users cannot see how allocation rules have been built.

The model documentation report will allow them to see the rules, but my known way to get that report is via the Designer card.
