Goal Create/Edit Page: Validation Rules Are Not Working

Under the Redwood Performance Goal/Create page, we have created two separate validation rules, but only the first one is working.

The aim is to have two error messages when the character limits in the goal name and goal description fields are exceeded. It is working for the goal name, but there is no error message for the description field. There are two separate validation rules added.
