Benefits Hours not Reaching Payroll calc

Use case: Annual Leave Purchase (salary sacrifice): employees elect hours in Benefits, payroll spreads recovery over 12 months
Requirement:

• Employees enter hours in a Benefits plan option.
• During payroll, we calculate a monthly salary sacrifice amount = hourly rate * purchased hours / 12, and post it as a negative earning at the assignment level (SE).
• The Benefits plan is currently linked to a deduction element at Payroll Relationship level. We don’t want the PR element to take money, only to collect the election and pass it to Payroll.

Current Design:

• Benefits Rate → Base Deduction element (PR level). Rate UoM = Hours. Element input value = PURCHASED_HOURS (DBI created; shows in the element entry).
