Open Enrollment Requirement for EOI on anyone who elects 500k benefit amount or more

We have a requirement through open enrollment to require EOI for anyone who elects coverage amount of greater than 500k. I cannot find a DBI to use in a Enrollment Certification Required FF type, therefore I went the route of using a value set called within a fast formula, but there appears to be some timing issue of when the database is updated with the benefit amount and when the EOI formula runs after submitting enrollment changes.
