How to get Collections preference sets Oracle Advanced Collections

We are working to set up Advanced collections in one of our non-Prod environments. I am having an issue when setting up the Preferences and Correspondence on the Manage Collections Preferences. when trying to select a preference set there are no options available. Is this a data access issue, or is there a process that needs to be run for this to become available.
